Dr. Austracius Octavian was my doctor over 30yrs, the problem is his wife she thinks she is a Dr. and runs the office canceling his patients including myself saying they no longer take my insurance and I have to find another doctor, she will not give me my folder and then told me if I want copies it's .75 a copy. She lied, they still takes my insurance she has to submit paper work and the wife refuses to do it. So, she said they no longer take my insurance and it was a lie. It's a shame he used to be a good doctor , until his wife ran the business to the ground and thinks she is a doctor and she is not . If you need to file a complaint .. I have included the complaint dept information. BACKGROUND - WHAT IS HIPAA? A federal standard for protecting privacy of individually identifiable health information has been established by Congress. This privacy standard is known as the Health Insurance Portability and Accountability Act, or HIPAA. More information on HIPAA and the Privacy Rule can be found at the Office of Civil Rights website, www.hhs.gov/ocr. HIPAA regulates health plans, health care clearinghouses, and any health care provider who conducts certain health care transactions electronically. The County of Orange Health Care Agency and some County Executive Office programs are included in the HIPAA definitions. The HIPAA Privacy Rule allows you to make a complaint regarding violation of your privacy rights by a covered entity. If you believe that a person, an agency or program covered under HIPAA violated your or someone else's health information privacy rights, or committed another violation of the Privacy Rule, you may file a complaint with the County of Orange Privacy Officer. The Privacy Officer may receive and investigate complaints against County programs which must obey the Privacy Rule. Your complaint must: (1) be filed in writing, either on paper or electronically; (2) name the entity (person, program or agency) that is the subject of the complaint; (3) describe the acts or omissions believed to be in violation of the applicable requirements of the Privacy Rule; and (4) be filed within 180 days of when you knew that the act or omission complained of occurred. Any alleged violation must have occurred on or after April 14, 2003. COMPLAINTS – GENERAL INFORMATION Anyone can file written complaints with the Privacy Officer by mail, fax, or email. If you need help filing a complaint or have a question about the complaint form, please call (714) 834-5172. Complaints should be sent to the attention of the Deputy County Privacy Officer. You can submit your complaint in any written format. However, we recommend that you use the County HIPAA Complaint Form, which can be found on our web site at www.ocgov.com/hipaa/forms.htm or you may call the Deputy County Privacy Officer at (714) 834-5172 and have a copy mailed to you. HIPAA prohibits the alleged violating party from taking retaliatory action against anyone for filing a complaint with the Office for Civil Rights. You should notify the Privacy Officer immediately if you believe you or anyone else is the victim of any retaliatory action. If you require an answer regarding a general health information privacy question, please view the Frequently Asked Questions at the County of Orange website, www.ocgov.com/hipaa/faqs.htm. He may be nice but his wife calls all the shots. She is rude and screens which patients to have depending on better insurance. If you don’t make the cut she will call you back and tell you they are not currently taking patients. Save yourself the aggravation and go somewhere else

I have been going to this doctor for over 20 years .His predecessor which was doctor Boskin which was one of the best doctors you could’ve ever went to . Dr.A started out so wonderful , caring about what’s going on with you , even your family members , but once his wife came on the scene , what a horrible experience I have been experiencing every since then she came. she calls out peoples medication , she calls people drug addiction out loud over the phone .she calls out people telling them that they’re lying . The disrespect and the way that she talks to the individuals is so horrible she treat elderly people so horrible , I actually cried one day the way that he was talking to a elderly man in the bathroom trying to take care of his business .That woman is going to have his business shut down and then what ,all I can say is that’s Dr. A a you are a good man you need to get your wife wasting out of your business because I have never seen an individual so non-empathetic non-verbal doesn’t know how to speak to anyone and don’t be African-American woman because she will really hate you I have never done nothing but be respectful to her and she has treated me so horrible I’m gettin ready to find me another doctor
